I always figured the rv'rs never had to do it because of the impact on tourism, I don't believe a 75 year old man should be driving a bus with a car behind it unless he and or she can prove they are fit to do so, and can prove they can handle the vehicle. The feds jump into my pocket every chance they get, why not the recreational people.
